The deadline for submission of abstract is 15 October 2010 and full paper submission for accepted abstracts is 10 November 2010 . The conference conveners will accept papers in English only. All abstracts for submission must be written in MS Word Format using Arial font size 11 and not to exceed 300 words except graphical illustrations when deemed necessary for inclusion. All papers will be subjected to double blind review by the GPB panel of reviewers. A very important facet of accreditation of Higher Educational Institutions is international collaboration among universities in the world. This is to ensure that academic institutions are not left behind their counterparts overseas.

International linkage is very important to address global competition for capital, natural resources, physical facilities, and skilled and competent human resources and its implications for local competitiveness. Local communities across the globe have many challenges in common, which have given rise to exciting innovations in policy and practice in different contexts. There is much to be gained for universities to be exposed to these innovations and for them to share their learning and/or experiences with each other. These linkages are intended to open up international channels for exchanges of ideas, opportunities, and experiences in university management and development among policymakers, academics, and practitioners. SMU is not an exception. It continues to develop a set of institutional linkages worldwide that span the competencies of research, academic and cultural exchanges, administration or management, dissemination and outreach, and decision techniques.

One of the highlights of ICMEP 2010 in Kaohsiung City, Taiwan, was the official signing of the Memorandum of Understanding between Saint Mary’s University (SMU) of Bayombong, Nueva Vizcaya, Philippines and Diwan University of Kaohsiung City, Taiwan. Rev. Manuel D. Valencia, CICM, Ph.D., president, represented SMU while Dr. Kuo, Tien-Tsai, Vice President, represented Diwan University. The points of collaboration focused on academic and cultural exchange and research most especially on Education and Business. Before the formal signing, Dr. Kuo, Tien-Tsai formally congratulated the organizers and warmly welcomed the participants. Dr. Kanglin Chao of Yungta Institute of Technology and Commerce was the interpreter for both parties.
